That isn't true at all. It certainly will go past asking for a product key. It will install fully. It just won't activate.
When I tried to convert W7HP to W10H on my Toshiba laptop using the ISO, there wasn't any way to proceed past the Product Key screen.
It would not accept the COA Key and it would not install.

I had to use the MCT.
It didn't ask for a Key, but it installed W10H and Activated it.

What ISO from where? I just want to know, for reference.

EDIT: Also, did you boot from that ISO or run setup exe from windows?

If you attempt to do an in-place upgrade to an edition of Windows 10 that is not compatible with your installed edition of Windows, then it will get stuck at the product key screen with no way to skip. A clean install, however, won't do that.

If you join the Insider Program, right now, activation is required. There is no more free ride. If you clean install the Insider Preview on a PC that doesn't have a Digital Entitlement it won't activate. Not without entering a valid product code. Do it tomorrow and it will have to be a Windows 10 key to activate. They changed the rules when the Consumer edition became official. If you've been an insider from day one, you should be fine until you have to reinstall. I'm not sure what happens then?
I joined Insider on an unactivated version on a vm using an MS account I had never used before a couple of days ago.

On other forums, it is claimed if you set your utc to a another timezone, you can still upgrade - mind you only 3.5 hrs maximum left :-).

You can run it "unactivated" it will time out and go into reduced functionality mode in a short while though. You'll also be reminded to activate etc, etc. What I meant by "activation is required" is they don't just auto activate like they did when the Insider program first started. Insider Previews have the same activation requirements as the Consumer Edition.
