In Windows Insider Preview build 14371, Dona Sarkar and her Microsoft team introduced a new feature called Activation Troubleshooter for Windows 10. Activation Troubleshooter makes it easier to fix activation issues caused by Windows 10 installations.

To access the Activation Troubleshooter, you need to go to Settings > Update & Security > Activation and select Troubleshoot. Including Activation Troubleshooter on Windows 10 was based on user feedback by Windows Insiders that complained of activation issues on some devices after replacing hardware components, such as replacing the motherboard or hard drive.

The Activation Troubleshooter will be available officially as part of the Windows 10 Anniversary Update coming next month and is currently available for Windows Insiders with the new Preview build 14371.

Sarkar found that in some installations, users would have trouble using Windows 10 on their devices:
“For example – if your device has a digital license (formerly called “digital entitlement”) for Windows 10 Pro from a previously installed activated Windows 10 build but you accidentally re-installed Windows 10 Home on such a device, the troubleshooter will automatically guide you through upgrading to Windows 10 Pro and activate Windows.”

Does that mean my free upgrade license will remain valid after replacing the motherboard or hard drive?

It depends on Microsoft's definition of "device", whether a replacement motherboard or hard drive constitutes a new device or not, or whether the free upgrade constitutes a retail replacement for an upgrade from a retail qualifying OS, and an OEM upgrade from an OEM qualifying OS, and whether the free upgrade is a "like for like" replacement as in the retail and OEM examples above, or just a "for the lifetime of the device" upgrade which has also been reported in official Microsoft correspondence.

If it comes to a phone call to a real Microsoft activation agent, then I think that you stand a good chance of success in activating your free upgrade at least the first time. If you just follow the algorithm built into the troubleshooter, I reckon that you may be less successful.

Perhaps if this new protocol is tested then we may discover which details of digital licensing are actually most important for maintaining activation over transfers for this free upgrade.

I figure that the Microsoft Account registration is probably the major component in the equation.

The license has always remained valid after changing only the hard drive. I have done that several times, including the latest change to replace the HDD with an SDD, and every time, the activation remained intact.

I think it's still on Insider version only, if it works it should be included in Anniversary issue August 2nd.

A lot of Windows 10 Anniversary Update features are implemented in Insider version, that's what it's for.
