My test went a little different of installing windows 7 sp1 32 bit, I found a copy I saved from digital river. Here is what I did. I may of missed a few steps.
I installed Windows 7 32 bit.
Installed some needed drivers.
Choose never to install updates.
Activated windows 7 32 bit.
Blocked windows 10 install using never10 from grc

Installed MSE from Microsoft
Enabled driver updated from windows update
Then I downloaded & Installed I.E. 11
Then I installed the pre-roll up update
Then I installed the roll-up update
Then I downloaded Pre-rollup & rollup package (the roll-up will change the windows update setting to automatic)
Change the update setting to choose whether to downloaded & install them & also unchecked get recommend update the same way I receive important updates.
Then I went through the updates after the roll-up & installed the ones I wanted & did it again after those were installed. I also selected some optional updates that I wanted. Installed all my extra software. Re-checked the windows update setting, it stayed but it still could change depended on what updates you select.
Then I backed up my system.

Note, during the last part of the updates, you will get some driver updates from windows update. Total time about 4 hours for everything instead of all day. Note, you will need to I.E. run as administrator to install windows update catalog control, so you can download the roll-up patch & update. I.E. 11 you can download using another browser if you want.

Yeah Windows Update has been messed up for awhile but if you manually install the latest Windows Update client it functions fine, https://support.microsoft.com/en-us/kb/3138612

In the last two days I have had 3 friends call me complaining about a Windows 10 update without them asking or authorizing it. All 3 said they had left the computer on overnight and the next morning they were presented with the Welcome to Windows 10 screen. All 3 were mad as heck wondering how MS could do that without their permission. We got them rolled back, but it is hapening. None are really computer nerds so not really sure exactly what the chain of events was but all three said they didn't do anything other than leave the computer on.

I'm friends with a local computer shop owner here in Mexico. Yesterday we were interrupted by an upset phone caller who had bought a Windows 8.1 computer from him, and woke up that morning to discover Windows 10.

They're even doing it in Mexico!
