I don't see the logic of it. Putting all controls in one place is apparently the goal, but I think putting each set of controls in the best place for that particular function works better. Getting to taskbar settings via a right click on the taskbar itself isn't only more convenient, but makes more sense, IMO.
The best place is to have them all located together, like it is/was with the control panel. The move for me from the control panel to the settings isn't a big deal.

    Edit..
After looking around a bit I found where the new taskbar settings are..
Not a big deal really, IMO.. just a consolidation.

Oh! I didn't even think about tablets or windows phones for that matter(Do they have taskbars?
I ask, as I have never even had one, in my hand.).

But for desktop or laptop users, this change still makes no difference, if you follow what I mean. Like anything Windows, there's ten ways of doing the same thing
For the longest time excluding the right click on taskbar option where you would go to see any changes made besides an elevated command prompt now referred to as the "Command prompt(admin)" found where by the way? In another right click menu found when right clicking on the Start button! On 8 and 8.1 that would be the lower left hand corner not even seeing a Start button for a Start menu.

So you see the right click options are not going away any time soon! The CP on the other hand still clings heavily to the Legacy to XP structure as far as the gui in use there while the new form of Windows has to take into account all hardware platforms not just the desktop. laptop arena! MS is simply revitalizing things for the present consumer market not wanting to continue basing everything off of the 90s structure as far as the main gui is concerned. It took 15yrs, to get this far so don't be in rush to knock it down any! MS can be real ssssslowwwww at times for getting things done the right way!

    Just for info

Win 10 tablets have the same taskbar as desktops, it was a change it 10 to have this permanently on screen (though it can be hidden the same as desktops/laptops
Not very easy with touch on an 8" screen

Win 10 on phones does not have the taskbar

The new Settings "app" as it is currently is a poor substitute for the legacy Control Panel, if you are looking for everything you need in one place.

9 categories vs 45 categories. Not even close.
You've got to search in a box within a box to find anything. Or ask Cortana (Hahahahaha).

But then again, things are moving towards less and less user control every day, aren't they?
Everything hasn't been moved over yet. It's not a substitute for the control panel, they each have different functionality, at the moment. There is some duplication/overlap but eventually everything that you can do in the control panel will be moved to Settings. Then control panel will be no more. Things are in transition at the moment.

It will be a lot easier finding it and using it

How is it easier to find things in the new settings app?

I find using settings or CP about the same, only difference is the look of them, though I think CP looks better and more suited for desktop machines

It's very easy and just about as easy as it is to with the current control panel.
Settings => System and you're there.
