Tried that, too. DISM reports a successful install, following reboot tries to "Configure updates" but fails at 35%, next reboot tells "Undoing changes".
It is relevant and a very good point. I usually always have Finnish, Swedish and German language packs installed but not now; I've been fighting a few days now with 14271 reinstall and one of the changes I made in this last try late yesterday evening was to leave language packs out from the equation, not include and install them in my customized install image.
Short, no language packs installed at the moment.
I believe I've tried almost a myriad methods now. Everything fails.
I suspect a 3rd party installer as well as one form of Net showing up without a chance to see which number was on it. But the clean install of the 10565 replaced the initial 10240 upgrade replaced immediately a week later with a working fresh clean install of 10 during those first few weeks 10 was RTM. The rest has been upgrades by updates since until the Threshold 2 Update replaced the 10586 Insider build and where things were left until the TH2 got a little buggy lately unable to see new or old folders, files renamed. The 14271 upgrade by re-enabling the Get insider builds option saw that arrive a week ago solving the bugs the TH2 was running into.
Upon just checking the Turn on/off features and taking a look at the Net Framework option both were already one without any manual installs for anything! I simply happened to spot one of the Net updates coming in on it's own one day and wasn't even taking much notice. Lately for each new build the focus has been on seeing the Windows Defender latest update resolved to allow the next build to then be seen ready to go on!
