Since this is an ADOBE flash update, would the change log be at Adobe's website?

I think this update is to put right what some members are having trouble with the last update that went in

Uninstalled the last one because HP Solution Center for my printer and Mediamonkey skin were corrupted. Install this today, restarted as instructed and both are fine now !

I think the restart is needed only if you had IE and/or Edge opened while the flash updates installed as that was even how the stand alone installers worked in the past.

MS Releases Win 10 Update KB3133431 to Fix Flash Player Patch Issues

The new patch addresses KB3132372 problems on W10

Microsoft has just rolled out a new Windows 10 update that comes to fix problems experienced by a number of users who installed a previous update correcting Adobe Flash Player vulnerabilities.

In late December, Adobe rolled out a new Flash Player update to patch a number of security holes in its software and because the app is built into Edge browser and Internet Explorer, Microsoft delivered its own update to Windows users during the same day.

Numbered KB3132372, this update caused several issues on select Windows 10 computers, with users complaining that some of their apps no longer worked after the install. The exact problem was unknown and without a workaround available, the only solution was to completely remove the patch.
