According to the company, who issued the statement below, the update will not start rolling out to existing users until early 2016. For those who cannot wait for the OS, you have two options, join the Insider program or buy a Lumia 950.
The statement below is from Microsoft regarding the availability of the OS:
This November we introduced Windows 10 to phones including brand new features such as Continuum and Universal Windows Apps with the introduction of the Lumia 950 and 950 XL. The Windows 10 Mobile upgrade will begin rolling out early next year to select existing Windows 8 and 8.1 phones.

They seem to be dragging it out a bit, especially as they own the companies that make both the OS and 95% of the phones it runs on. When the Lumia Twitter account said in November 2014 that they "plan to upgrade all Windows Phone 8 devices to Windows 10 in the future", many took that to mean that meant Windows 10 Mobile was imminent and would launch not long after Windows 10 Desktop. Now they're saying that Windows 10 Mobile won't be released until 2016 sometime. And if mobile carriers are like they have been with previous Windows Mobile updates, then who knows when people will eventually actually get it.

It's a bit of a bummer for all the people who receive Windows Phones for Christmas won't be able to just turn it on and update to Windows 10.

I have a Lumia 830 but it will depend what my carrier does to how long I'll have to wait for the upgrade. My contract goes up to June 2017.
