Why does it says, These downloads cannot be used to update Windows 10 PCs to the November update (Version 1511).?
You got me, Edward. I downloaded the tool and did a clean install of Windows 10, which was Version 1511.

WAGuess is that maybe you can't upgrade with it any more? I dunno . . .

Edit: I found this statement at the top of the page:

If you need to install or reinstall Windows 10, you can use the tools on this page to create your own installation media using either a USB flash drive or a DVD.
Which seems to be in line with the bottom of the page:

These downloads cannot be used to update Windows 10 PCs to the November update (Version 1511)

    WTH!
I wonder why they may have done that. Is it because they've found some sort of issue and are planning to replace them with new ones? Questions, questions...

Who knows with those bandits maybe they want to sell us upgrades going forward or more likely they found some gaping security holes in the 1511 builds and haven't figured out how to fix them☻☻

Strange they wouldn't blog about the change ......maybe they don't want us to know something ?

OK, did you edit in the last couple of minutes? Because I didn't see "sometime last night it appears" when I first read your post.

It figures that the tool is available again; however, I still can't understand why we're told:
