One purpose of the Media Creation Tool is to create install media. For use after you have done the upgrade. For doing a clean install after that for instance. Once you do the upgrade and activate, you get a digital entitlement for Windows 10 for that PC. Clean installs are then possible without having to install the original qualifying OS and doing an upgrade the second or third time around on that same PC. If you already have a digital entitlement you can if you want clean install build 10586. Or if you want upgrade from 10240 to 10586. The MCT will allow you to do any one of those depending on what options you chose. You can upgrade with or without install media. To clean install you need the install media. It all depends on what you want to do. Windows 8.1 also has its own Media Creation Tool with very similar options. If you have an OEM PC with no install media these are the places to go to get official Microsoft Install media.
