I'm sure it was, for Insiders. I highly suspect the OP's claim that they're not an insider. I'm just sayin'.
Right ..... it's a fake out somebody is confused .....we got that 10586 Insider build Thurs or Friday and the 10586 update today changed the winver to 10586.3

I'm not jumping to any conclusions. I don't recall seeing anywhere exactly how th_2 goes to general public availability, but I would also watch the Media Creation Tool site for an update from 10240 to 10586.3.

I'll boot into my other Windows (10240 ) again and see if anything new like maybe a media tool .exe or a huge cumulative update shows up ...I'll be back .

Ok, so it turns out that only the OP says he isn't an Insider. The person who posted the screenshot is an Insider.

That's what I figured. But Aggie60 (who posted that screenshot) claims they are not an Insider.
