Just because you can't afford something doesn't give you the right to steal it.
I would argue that if you can't afford food you're entitled to steal it. The law doesn't agree but my moral standards are low when it comes to survival.

Don't know about Japan but here in the US there are lots of food banks run by charities that can help people out. Theft is theft and ya get caught you go to jail. But, heck.. three hot meals and a cot.

I would argue that if you can't afford food you're entitled to steal it.
And I would say that you if you cannot afford food, you should sell your computer and attend to the necessities to keep you alive, rather than stealing software to run on your computer.
