Logics in that statement do not work, I am sorry. New builds are released centralized from Redmond Washington USA, not separately by local Microsoft offices in every region and country. Your local time and timezone are totally irrelevant and have none whatsoever correlation with this.
It's the EDT that matters (UTC -7) and from Sunday onwards EST (UTC -8) as the Daylight Saving time ends in the USA. Logically this means that we can expect new build within a normal workday between let's say 8 or 9 AM and 5 or 6 PM EDT / EST. A good example is that Gabe Aul's blog post about today's Windows Mobile build was posted 9:01 AM EDT.
