I am not an Attorney but I do not believe that MS has to follow the results of any survey. They are a Corporation, if I don't like want GM is doing all the signers in the world on a petition would not mean a hill of beans.

I almost missed it entirely but wanted to catch up on a few news sites to see what they had and ran right into this one! They're last one on 10 is seen at Microsoft antagonizes users with intrusive new Windows 10 upgrade tactics | Computerworld
Someone had already posted that one the day before this came out. It does show people are urked over how MS went about introducing 10 for sure!

As much as I think everyone should mitigate to Windows 10 before the free year is over, some people DO need time to get things ready. Release an update to the GWX applet to remind the user, when of their choice, to do the update.
Although what amuses me is that people will dive head first into a new smartphone OS update on day one, the MOST vital computing device used today, a lot people's way of communicating to the outside world, without any disregard or concern whatsoever. apple is so notorious for day one bugs that don't get fixed for several weeks. android I can understand because only the last 100 million people that bought an android device can get the update within the year. But when it comes to Windows, lock the doors, shut the windows, disconnect the internet, all hell as broken loose. A free upgrade that has a chockfull of great new features if you're coming from 7, lots of refinement if you're coming from 8.1, and the only thing anyone is concerned about is obscure privacy "concerns" (as if Windows is the first platform to use user data without the user's knowledge) and the updates are only automatic in 10 without being able to be changed (as if more than 12 people even change that function, only pirates do).
And then there's the group that "just don't need it." Ok, that's understandable. Your grandparents just got used to 8.1, no need to be changing things up. But even still, if those people that don't need it because they just email and browse the interwebs, older software isn't going to cut it down the road. We don't need another Windows Xp.

Petitions are listened to much more by local politicians then the CEO at any large corporation like MS with much more weight! As long as no laws are being broken MS has the final say on what is done with their own product whether we do or don't like it!
The intrusion of seeing the upgrade already downloaded and ready to go on as well as allegations of some of the settings during the set up being spy tools is what bloggers have harped on while MS has it's own marketing agenda you would likely need insider information on in order to see what the actual MS plans are about.
Why does anyone have to migrate to 10? Just because it's the latest didn't work so well for Vista back then or for 8! And ME also got the "Flop" label.
The people who raved about XP could only do so back then since MS was too slow getting anything done including all the long awaited for fixes needed for the XP rush job following the ME flop! I dual booted 98SE as long as I could but never got to even look at ME or try 2000 which did see a good rep there. SP3 didn't come along until people were taking 7 seriously a bit too late for fixing it by then.
And who says the grand parents are running 8.1 not still 9x?! or 2000, XP, or Vista going to the way side in 2016? While most ISP gear seen now wouldn't support the Legacy versions any there are still numerous XP, Vista, and 7 systems out there still in use.
Gee then I shouldn't care any if you do or don't lose any then?!

The discussion is mostly hypothetical to start with since none of us know precisely what was discussed in MS board room meetings! But I can readily understand why many are a bit "hot under the collar" about all this however. You think you are installing just another typical update for some of those novice users anyways and restart the system as usual and find a new OS is running?!
GGGrrrrrr... "Hey what's going on?! what is this crap?!" being the more likely typical reaction for someone not planning any OS changes!

I don't agree with CEO Staya Nadella's assumption that most Windows users aren't bright enough to comprehend updates, or are confused when there are too many options. After 2 months on this O.S., I'm still coming across the need to do things in Windows 10, that I could do in Windows 7, Vista..and even XP. Only in Windows 10, they've been removed. Average User does not equal dumb!

Many of you already knew this could come up where things did seem to back fire in MS faces as to how they have made a change in how they deliver things? A large petition came as a result of how many were seeing 10 go on at least partially as far as still needing to see some user interaction but not fully aware of just what the update was all about.

Windows 10 users have petitioned Microsoft's CEO to let them not only delay feature and functionality updates, but also ignore them, a plea that if granted would upend the company's model of delivering the OS as a service.
The Change.org petition had collected more than 1,600 virtual signatures as of early Saturday.
"To effectively implement and use Windows 10 in our homes and businesses, Microsoft must make changes to both the operating system and the policies the company put in place to support the new OS," wrote Susan Bradley, who initiated the petition a week ago and aimed it at Satya Nadella, Microsoft's chief executive.
Bradley, a computer network and security consultant, is best known in Windows circles for her expertise on Microsoft's patching processes: She writes on the topic for the Windows Secrets newsletter and is very active on the PatchMangement.org mailing list, where business IT administrators discuss update tradecraft.
In late August, Bradley kicked off a Windows 10 request on Microsoft's own Windows User Voice website, asking the company to provide more information about the OS's updates. The Change.org petition was more expansive: Bradley asked Microsoft to also change how it delivers Windows 10 updates.
"We need the ability to delay or hide damaging updates that impact the computing experience, have undesirable side effects such as blue screens of death, or reduce the functionality to attached devices," Bradley wrote. "As long-time Windows users, we understand the need to have quicker and more agile security updating. But this agility should not introduce additional risks to our systems."
Bradley also called on Nadella to push his Windows team into giving users more information than the cryptic, boilerplate text that accompanies each update. "Microsoft should provide detailed information ... along with what system changes we should see. We applaud the cumulative-update model, but the lack of documentation doesn't let us perform the due diligence required for safely deploying and maintaining Windows 10 systems in our organizations."
Supporters echoed Bradley's requests as they added their names to the petition.
