I like the idea of cumulative updates then all you have to install on a fresh install is

    1) Windows (hopefully they will allow you to download a ISO up to date)
    2) Latest service pack ?
    3) Latest cumulative update.

    done.

The update may be a large download but it will be more like a mini service pack

It does not install, it just opens when you click it. And I never have a command prompt. . But now I see I forgot to mention I put it in Windows/System32. Maybe that wil do the trick.
Interesting so what are you supposed to do with gpedit.msc setup.exe, I thought you were supposed to download it and then run it and it's supposed to install to the correct location since it's called setup.exe. and then how do you launch it afterwards, you don't do the windows key + R and then gpedit.msc?

You are right, my bad. It is an install file. It was so long ago I installed it I forgot it. I have run it again and it actually, like you said, opens the comand prompt and in a flash a lot of things pass, but in the end it said a lot of times files copied. Then you should find it in windows/system32. To launch it just double click on it.

I think the thing is the command prompt window will start saying files not found, files copied and the installer will claim complete but what do you launch exactly as there is nothing in c:\windows\system32 other than gpedit.dll when I search for it.

I have gpedit.msc in that folder. Have you tried typing gpedit.msc in the search bar? If you don't find it there, I can always provide it for you and put it in the Windows/system32 folder and try it. Although I am afraid, if the setup gives errors, there is a problem. I did not receive errors

gpedit.msc doesn't exist. There are no errors in the GUI of the setup as that part finish fine. It's the command prompt window that starts with files not found and then you can see it successfully copying things, too bad there isn't a way to log that window to see exactly what it says as it will close itself pretty fast.

Oh, what fun: The Rescue Disk repair function tries to analyze and repair my copy of Windows 10, only to fail, stating that it cannot do that. I do wonder what the next thing I ought to do might be?

Assuming that one or more helpful people respond to this plea, I must warn them that, before following their instructions, I will very likely have more questions for which I need replies, as I suspect that whatever is suggested will be something(s) that I have never done. For example, I have not once tried to backup everything and replace an OS, and don't know how to do that. I can easily backup folders, but have not the slightest idea as to how one would back up and reinstall programs for which one does not have CD/DVD media.
