When i shut down the computer and then turn it on it loads normal. The bug show only when i restarting computer.

Hippsie, did you catch that what Jak is showing is a video? The first scene shows it "restarting" and then goes from there.
Yes, I see it's a restart. I'm not familiar with HPs, so was wondering if that is the BIOS screen with the HP logo on it. With restart it would start with bios and boot from there. Legacy BIOS anyway. Not familiar with UEFI.

No. But i have enabled fast boot.

So try disabling it, looks like it's a source of a lot of booting troubles.

With my desktop and my laptops (all HP) that's the first screen that pops up when booting. So, I'm thinking it should be the BIOS screen. Not that I've ever heard it called that before, but it does stand to reason.
