I think there is a clear and logical reason behind this: Build 10565 is the first build which when clean installed accepts a qualifying Windows 7 or 8.1 product key. Not all users manage creating the ISO and 10565 install media from the ESD, however simple it is. If the activation system is intended to be widely tested by Insiders before being implemented in general public builds, what's the better way to make it happen than to offer the ISO for Insiders for that purpose?

Yeah! Sounds great to me! But why not they release the slow ring too?
