Lesson learned here. I know someone who had the same problem. He is using 3rd party AV. After the new build update, both 3rd party AV and defender are broken.
Warning to those using 3rd party AV. Uninstall it first before downloading the update.
You may need to image restore your OS back to previous build then uninstall AVG and get the update again.
How do you summon this window?
After "thrashing around" for ~90 minutes, my update failed to install.
I'll reboot and see if it feels like being more cooperative.
Update
I haven't rebooted yet as something is hammering my virtual CPU ("Modern Setup Host").
Maybe it is installing despite saying the update had failed.
I'm not sure what the error message was all about, as I just got a message saying I have to restart.

After the restart, my VM seems to have been successfully updated to 9860. :)

I see a "Back up your app data for this PC" option in the One Drive Sync settings. Way down at the bottom with the "Back up your settings for this PC". I'm guessing now you don't have to redo your custom settings for Apps you use on a clean install. Log ins, location etc. Just a quess at this point.
Anybody else with Windows now showing as "not activated"? Also when I try to activate I get a "Windows can't activate, try again latter".
OK? Mine is the Enterprise version, I probably should have mentioned that. I'll try rebooting and have another go at activating.
EDIT: Still won't activate. The key in use does not match the one Microsoft lists for 10 TP for Enterprise. It's a new build so maybe a new key? I'm just going to wait and see at this point.
