I upgraded from the 8.1 that came on this laptop. During the setup (got the laptop brand new, none of that silly "we'll set it up for the customer first") I was asked if I wanted to upgrade to Windows 10 from within the setup. I agreed.
So, am I to understand that you've never run the Insider Program on this laptop?

However, on my desktop, I'm having the same issue, same build and everything, and after upgrading from 8.1 I immediately "reset" the PC, wiping all files and programs, effectively making it a clean install. I was on the Insider Preview program on Windows 8.1... I think. Any way to make sure?
I'm not sure what you're saying. There was no Insider Program on Windows 8/8.1. There was a public preview on 8.0, but I'm not sure there was one for 8.1. I don't think, though, that you "upgraded" from a public preview of Windows 8 or 8.1, so if I'm correct, you're perfectly legit on the desktop too. Was this machine ever in the Insider Program?

I don't really want to wipe either computer just to test, but I can try to do a clean install on a separate partition (will it let me do that? The same licence on two partitions?).
Bottom line question: Were you in the Insider Program on either computer before you upgraded from Windows 8.1 to Windows 10 RTM?

    Build 10547 and Jump/Flash/Thumb Drives:

As late as Friday, I plugged in my Lexar Jump Drives and Cruzer Glide Drives to see if they would eject with "Safely Remove Hardware and Eject Media", but of course was told it was busy.

Yesterday, there was an update to Windows 10 Build 10547 installed: *Security Update for Internet Explorer Flash Player for Windows 10 Insider Preview September Update for x64-based Systems (KB3087040)* From the looks of it, there is no correlation between this update and Office 365 or Jump/Flash/Thumb Drives!

Since this update had already cured an activation issue with Office 365 2016 ProPlus, I decided to try the jump drives . . .

I plugged a brand new one in, clicked on "Safely Remove Hardware and Eject Media" and voila! I was told it was safe to remove it. I then tried the older used many times Cruzer Glide and got the same message; safe to remove the hardware!

I then opened Rufus 2.4 (there have been no updates to Rufus since I downloaded version 2.4) and created a bootable USB drive using my ESD to ISO of Build 10547 without issue!

What I have proven to myself is that the issue was never with Rufus; the issue was completely with Windows 10 Insider Build 10527.

I think Akeo deserves an apology.

    @LifeWulf

One more thing to try that may or may not help. Grasping at straws here now.

If you haven't "officially" signed up as a Windows Insider, go here and try signing up. Can't hurt and just may help.

Well, honestly it was never a problem of mine in 10547 thank geek heaven, although I remember having that problem in 8. I read the recent "dispute" here and I was simply agreeing with your test results.

I still had the problem with USB drive eject on my up-to-date 547 until I re-booted. After the reboot, the eject worked fine.

Agree, Akeo was never in the wrong and I wouldn't blame him if he never wrote free software again.

I believe the following image answers both of your questions.

Edit: although I suppose it might not fully. I only used the very first Developer Preview of Windows 10 for a very short bit, before deciding I'd wait for RTM. I experienced the technical previews leading up to release vicariously through a friend of mine.

OK, but you've signed up as an Insider so you should be getting the Insider Builds.

Is the Microsoft Account you're using to sign in with the exact same one you signed up as an Insider with? If the computer hasn't had an Insider build on it and you're not signed in with the account you signed up with, it may make a difference. Or not. I'm assuming you're not signed in with a Local Account; that would most certainly prohibit your getting Insider builds.

So, it looks like the only option left is a dual boot system with both RTM and Insider Previews. If you do this, be sure to write down which partition RTM is on. FWIW, my Insider Build 10547 is on Volume 6 and RTM is on Volume 4. Since you already have RTM, when you install the Insider version, it will probably the one on top.
