If you want to know more about an image, click or tap the Learn More button, which takes you to Bing. To turn on this feature, go to Settings > Personalization > Background > Personalize your background. Choose Windows spotlight.
Note This feature might not be available to all users because it will roll out gradually.

This is interesting with 19045.4239.
I got the Windows Spotlight for the background working after doing an update/repair in place with the latest Windows 10 MCT ISO 19045.3803 and then let W.U. bring it up to 19045.4239.
I could use the option without crashing SystemSettings.exe. Not for long though.
It let me select one of 4 pictures, out of the typical default 4.
That did not last long it failed again after a reboot crashing SystemSettings.exe again, see last shot.
