this update did successfully install itself on my laptop, so take your pick in what this means
1) something was fixed in the hour since I last tried to install the update on the desktop and when I installed it on the laptop
2) this 2013 laptop is surprisingly powerful despite all logic to the contrary

Couldn't wait for a fix and did fresh install from MCT. Well, the Recovery Partiton is now increased in size with additional 25 MB. The problematic update installed itself with no error. Will confirm tomorrow when everything is complete.
So Microsoft really believe, that anyone, non tech people manually change size of disc partition by using cmd commands? That is bad joke from Microsoft?
Just tried again on the Desktop and still no luck. So i'll just wait it out there.
I don't know what the recovery partition looks like on the laptop but apparently it's one W10 device that can install the security update (usually people don't chime in to say when stuff works, so I suspect 4 or 5 other people have been able to install this on W10 without opening a Cmd window)
Dont change anything in your system. It is not your problem or your fault. Just wait until Microsoft resolve this issue.
