    I got mixed results. On 3 computers (one lappy and two desks), after rebooting and getting back to the desktop I right mouse click the flag to select the shutdown, but it still says either Update and shutdown or update and restart. I do this and still the same thing. I left the computers on for 30 minutes and still same thing.

    I check the update center and the KB5029244 still shows there saying that I need to reboot. I do and still there and still the same for the flag area to shutdown or restart.

    Only thing common is that I updated my other computers in the morning of 8-8-2023 and then the problem ones were in the evening.

    Completed the install of 19045.3324 with no apparent issue. I have noticed with this update as well as the last one, that SFC /scannow runs turtle slow. About 1 minute before it even gets to 2. Never happened before, but the fix is "simple". I shut down and start again, and like last time the speed is back to normal. ??? SFC and DISM checks no issue.

    It's the .NET framework updates recompiling in the background after the initial restart. It's always been that way.

    In this recent update KB5029244 the problem continues: The L2TP connection attempt failed because the security level encountered a process error during initial negotiations with the remote computer.

    the same problem since the KB5028166 update came out

    Please correct that L2TP VPN error
