KB5027215 Windows 10 Cumulative Update 19044.3086 and 19045.3086 Win Update

I had to roll back to that last restore point to get those items to work again. I can find others having issues with this update as well but none so far exactly like my issues. Just an FYI.
    So I had the updates turned off for the last 3 weeks or so. Today I created a system restore point and an image of the drive and turned the updates back on and let this update install again. After a reboot it broke everything again. No start menu, no powershell, calendar etc and everything in settings is just not right. What is going on with this update?

    Later that same day. I was able to get the updates and others installed finally after running DISM and sfc /scannow. DISM found corrupted files and repaired them I guess. Seems to be working fine now but I am getting a popup message at startup now which is this.

    If anyone knows what that's about and a fix that would be great but system seems to work just fine like I said. I can close and ignore popup forever but if there is a fix...
