Really should not have to purchase a New PC, just to meet MS Security Requirements... I do not have access to "Top Secret" documents.. Besides they are usually kept in a "Closet"...

Not a chance, I'm afraid.
But with the known workarounds Windows 11 can be installed and runs on almost anything, no matter how far below spec it may fall.
Propably you will be able to activate Windows 10 with an 11 key.
