I looked in control panel under installed programs I have Microsoft .net runtime 6.0.10 (x64), installed 11/10/2022. And, I hadn't seen before today, Microsoft .net runtime 5.0.17 (x64) installed on 10/05/2022.
The command lines and others do not work to detect the .net framework installed above 4.8 (or even 4.8.1)

I wonder why microsoft didn't install .net framework 4.8.1 automatically when I got 5.0 and 6.0 automatically.
The Nov 2019 update is a security update, not an exception.

The only exception is the June 9 2020 at the start of the pandemic which Microsoft suddenly stop all non-essential updates in May 2020.

So in the history of Patch Tuesday, it has only a single exception from an once every 100 year pandemic, so don't really matter in normal conversation.

It should be released later this month.
The 2nd Tuesday of every month is reserved for security updates only. IT departments are busy patching their systems today so nobody (microsoft and everyone else) releases new stuff on patch Tuesday. Other companies may also patch their security holes on Patch Tuesday, but nobody ever releases new stuff on this day (because they are also busy patching their own Microsoft security holes so they ain't got no time to release brand new stuff on this day).
