Windows update did the optional one first then rebooted. I had to run windows update a second time to get the net update. The optional one took over about 2 and a half hours. Don't know why. The second took about 15 minutes. Haven't run sfc yet but will do it now.
mine did it in reverse, did the .NET framework first in about the same 15 min's, but the main KB5016688 (in optional) took the same about 2.5 hours then had dramas with DISK CLEANUP hanging for ages till i actually cancelled it then it hung in restart till i had to turn it off via power button.
after finally getting to restart i did a big cleanup with:
Dism.exe /online /Cleanup-Image /StartComponentCleanup
then
sfc /scannow (no integrity violations found)
then
Ccleaner
then
Disk Cleanup (worked properly this time)
just another painful episode bought to you Microsoft.

For better or worse I've left WU to it's own machination's and it does my updating automatically overnight. I've left it that way b/c I have 3machines now an' keepin' track of it drives me crazy.
2.5 hours for the one?
16688 is siting, waiting, with no sign of the .net update but I've seen this behavior before where updt's will sit for awhile.
Current level before 16688 is applied:

Just noticed this optional update. Downloaded and Installed with no issues noticed.
SFC and DISM found no problems.
1949 was a very good year!
