Once you do the repair install, it will hopefully fix the ailment that's causing the CU install to fail.

Have you tried running sfc/dism first: How to Repair Corrupted Windows System Files with the SFC and DISM Commands - then tried checking for/installing updates again?

Try this too: Reset Windows Update in Windows 10 before the repair upgrade final resort big hammer.
I've never had any success repairing Windows Update with DISM.
I see that Brink posted UUP Dump links in his opening post. Maybe that will work with a Repair Install Windows 10 with an In-Place Upgrade.

The repair install link I posted has worked for countless people including me. sfc/dism and the update reset are just a quick suggested things to try first because they are rather quick and easy compared to the big hammer in-place repair.

I get this message every time.

I have even tried downloading the installer and installing it that way, but I get the same error.

Yes, I have plenty of system images, and I have restored and tried again to update, but the same thing happens with KB5009543. It's the only Windows Update that keeps failing.

I am going to try a Repair Install Windows 10 with an In-Place Upgrade.
I'm just not sure which ISO to use.

I have one using the Media Creation Tool, and I have this current version using UUP Dump.
Also, should I try selecting "Download Updates, Drivers and Optional Features"?

I would just do it without downloading anything extra.

Repair Install Windows 10 with an In-place Upgrade

Here is the short version of the In-place upgrade tutorial...

    DISABLE non-Microsoft:
    a) antivirus software
    b) firewall software
    c) drive encryption software

Make a full OS backup with a program like Macrium Reflect (free)
Macrium Software | Macrium Reflect Free

Select language for Feature update to Windows 10, version 21H2 (19044.1466) amd64 - UUP dump

Then select your version of Windows. Aka, Home, Pro... etc.
    Then...

    KB5009543 Windows 10 19042.1466, 19043.1466, 19044.1466-image1.png

    Click "Create Download Package"
After it downloads, double click this (which is IN the package): uup_download_windows.cmd

It'll take about 40 minutes to create the ISO. Then...

Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will "look" like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.

Choose the Keep personal files and apps option.

After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.

The ONLY thing you will lose is some of your personalizations. Your programs and data will be intact.

    OK @Ghot.
I am going to use the UUP Dump version 19044.1466 ISO.
If it works, then the troublesome KB5009543 will already be installed.

    Yeah it will.
And the component cleanup will clean up after itself too.

I didn't have component cleanup selected in UUP Dump.
I just chose the default settings. What does it do?

That just cleans the leftovers from the component store and the LCU folder.
You can just run this in an elevated command prompt after the upgrade and a reboot... it will do the same.

    Dism.exe /online /Cleanup-Image /StartComponentCleanup
