I've never had any success repairing Windows Update with DISM.
I see that Brink posted UUP Dump links in his opening post. Maybe that will work with a Repair Install Windows 10 with an In-Place Upgrade.

I am going to try a Repair Install Windows 10 with an In-Place Upgrade.
I'm just not sure which ISO to use.
I have one using the Media Creation Tool, and I have this current version using UUP Dump.
Also, should I try selecting "Download Updates, Drivers and Optional Features"?
I would just do it without downloading anything extra.
Repair Install Windows 10 with an In-place Upgrade
Here is the short version of the In-place upgrade tutorial...
DISABLE non-Microsoft:
a) antivirus software
b) firewall software
c) drive encryption software
Make a full OS backup with a program like Macrium Reflect (free)
Macrium Software | Macrium Reflect Free
Select language for Feature update to Windows 10, version 21H2 (19044.1466) amd64 - UUP dump
Then select your version of Windows. Aka, Home, Pro... etc.
Then...
Click "Create Download Package"
After it downloads, double click this (which is IN the package): uup_download_windows.cmd
It'll take about 40 minutes to create the ISO. Then...
Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will "look" like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.
Choose the Keep personal files and apps option.
After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.
The ONLY thing you will lose is some of your personalizations. Your programs and data will be intact.
