Updated today, seemed a little quicker than normal. Ran SFC and DISM no errors.

Update KB5009543 came with KB5008876 Cumulative Update for .NET Framework 3.5 and 4.8. Installed rather fast (30 min.) with 1 manual restart each. Both DISM and SFC checked OK. Now on build 19044.1466.

Fifteen minutes to download all three updates. One hour and 15 minutes to install them. No issues so far.

    I can't get KB5009543 to install.

I get this message every time.

We couldn't complete the updates. Undoing changes.
I have even tried downloading the installer and installing it that way, but I get the same error.

Maybe you're a candidate for Repair Install Windows 10 with an In-place Upgrade if you don't solve this another way.

I thought about doing that, but how do I implement KB5009543 into it?

The latest ISO is Windows 10 Version 21H2 Build 19044.1228.

Once you do the repair install, it will hopefully fix the ailment that's causing the CU install to fail.

Have you tried running sfc/dism first: How to Repair Corrupted Windows System Files with the SFC and DISM Commands - then tried checking for/installing updates again?

Try this too: Reset Windows Update in Windows 10 before the repair upgrade final resort big hammer.
