    Here is a note from Norton a few days ago.

    4) After updating to Windows 10, some Norton customers see screen flickering
    An update has been released via LiveUpdate to resolve this issue, though not changing the product version. If this issue persists after manually running LiveUpdate, follow the Desktop Flickering resolution instructions

    I had the problem, and it was Norton causing it. I had to boot in safe with networking, then download the removal tool and remove Norton, then all booted ok. Norton then installed the W10 compatible version.

    I was having a problem with explorer.exe crashes, but found it wasn't caused by anything external. Getting rid of all shell extensions from 3rd party software didn't help. My problem was tied to resizing the File Manager window via doing that with folders I created on my desktop. Too narrow and the crashing starts. Wide enough and it doesn't happen. This is a Win10 bug, pure and simple. The problem didn't exist in 8.1.

    I am still facing this flickering issue on 2021

    Can someone please please please help me. I am facing this issue since quite sometime now. My monitor screen keeps turning on/off (black screen for a second or two) all the time. This happens randomly even when I browse the net.

    This is not a gpu issue since this was happening on my older 2070 as well and I am still facing it on my recently bought 3080. It has been the same issue since over a year. I do not know of any other hardware issues that I have. Ram's are also working fine too have tried them in my other pc. I have bought and tried multiple HDMI cables as well and also tried hooking it to another display still the same issue. I have also googled about it and have not found any help online. Is this due to a bottleneck of some kind ? I honestly do not know.

    Please have a look at the 2 attached videos to better understand my issue and cam someone please help me out here and get me out of this lingering annoying issue. I will be grateful to you and will be in eternal debt. Stay blessed y'all.

    Without going into the ins and outs of A/V software -- if it's Norton then they must supply a fix. That said W10 and W11 have so much improved security that one should really question the actual value of using 3rd party Anti Virus solutions these days. Windows defender is also updated almost daily so it's never out of date -- however everybody to their own on that one.

    Using two monitors with different frequencies I see 1 is at 50Hz and the other is at 60HZ) will cause the GPU to "get it's knickers in a twist" as it tries to adjust for each monitor. Remove each in turn and see if the flickering is still present with only 1 monitor connected. (If you've 2 graphic cards then the individual monitors can be set for whatever without a problem. Also on the individual monitors optimise the frequency when only 1 is connected and you should find somewhere in the HARDWARE Menu (not from Windows) on the monitor(s) a setting to "automatically adjust picture size to fit".

    I'm not sure what the electricity supply is in Pakistan -- but using a 50 HZ monitor where the electric mains frequency is 60HZ might also be a cause. In Europe it's 220V at 50 HZ so both 50 and 60 (and the newer 100 HZ) monitors work perfectly. Frequency of monitor LOWER than mains frequency is definitely not optimal for video.
