Ok so let me start and I will add replies to the solutions shared above. I also wrote on NVIDIA forums this was my post
Can someone please please please help me. I am facing this issue since quite sometime now. My monitor screen keeps turning on/off (black screen for a second or two) all the time. This happens randomly even when I browse the net.
This is not a gpu issue since this was happening on my older 2070 as well and I am still facing it on my recently bought 3080. It has been the same issue since over a year. I do not know of any other hardware issues that I have. Ram's are also working fine too have tried them in my other pc. I have bought and tried multiple HDMI cables as well and also tried hooking it to another display still the same issue. I have also googled about it and have not found any help online. Is this due to a bottleneck of some kind ? I honestly do not know.
Please have a look at the 2 attached videos to better understand my issue and cam someone please help me out here and get me out of this lingering annoying issue. I will be grateful to you and will be in eternal debt. Stay blessed y'all.

5) Cooling: CORSAIR Hydro Series H80i v2 Liquid CPU Cooler, 120mm Thick Radiator Dual 120mm SP Series PWM Fans

After posting this I got a reply but nothing seemed to work at all. Then I explored myself and tried to play with the settings within the NVIDIA Control Panel myself. Which I then shared in my post in the same thread which stated:
"Thanks for the reply. I has tried everything you wrote in your reply to me. Nut nothing seemed to work for me in the past. Yes the AUDIO did cut off too because the audio wass also being transmitted alongwith the video via the HDMI cable.
Now thank God I was able to rectify the issue on my own. It was some strange settings issue with the Nvidia Control Panel. These are the steps I took :
Nvidia Control Panel > Display > Change Resolution > 3. Apply the following Settings > Use Nvidia Color Settings > Output color Depth > 8 bpc > Apply
Nvidia Control Panel > Display > Change Resolution > 3. Apply the following Settings > Use Nvidia Color Settings > Output Dynamic Range > Full > Apply
And that was it. I was facing this issue since June 2019 and no one was able to resolve it. The most weird thing is that this information to me was not available I even googled about it and no one had ever mentioned it anywhere. So here I am sharing this with the community here if anyone else faces the same issue of screen flickering.
Nvidia forums or the driver page should mention this issue so that many others who are facing this issue know what to do. I suffered with this for almost 2 years sometimes it was bad and I had to restart my pc sometimes it was not that frequent but still it was a nuisance for me. Like they say all is well that ends well. So good luck to other who face the same issue. Take care."
After this the flcikering stopped completely for me. I faced it only once or twice in the past month or so. So all was good until this Microsoft update KB5005565 was installed and I again started facing it. As for the your solutions I am replying below
Tried both
sfc.exe /scannow
dism.exe /online /cleanup-image /restorehealth
Everything seems to be ok (Windows Resource Protection did not find any integrity violations.) without any errors.
Well I did try your solution too and nothing seemed to work not safe mose not another user account same issue.
It was not a cable issue at all since I tried 3-4 different multiple cables even bought a new GPU and faced the same issue. But thanks for the kind reply.
To sum it all currently and the last that I could think of is that I had to manually uninstall KB5005565 and things seems to work as we speak. I have also paused my windows update for 14 days to be on the safe side. As you can see in my above videos that this flickering issue is quite annoying and one cant really do much and use their pc properly when facing it.
Power supply is too small.
