    Finally success....Downloaded public release from Media Centre.....turned on Insider Preview which then installed.
    Any more Updates like this will consider quitting Insider on W10....7 times tried unsuccessfully using various advice given for KB 0x800f0990.....Too many wasted hours for my liking for what should be a supposedly straightforward Cumulative Update.

    Too late now but it might have been worth trying a repair install first rather than a clean install.

    Repair install would have removed many APPS and Settings, whereas my chosen method retained them all.

    You can keep all Apps & data with a repair install. Not sure what it does to settings.

    It was in Update and Security that I tried Recovery and then Reset.....this indicated a list of APPS that would need to be reinstalled.....so decided against it.
    Regarding Repair Install I was loathe to doing that as having done Scannow and Dism checks, both revealing clean, yet problems still existed, decided to start from scratch.

    You are under the impression I did a clean install....Not so.
    From Insider Preview.......downloaded and installed Public Release W10 from Media Centre.
    This gave me option of Clean Install, or Retain all APPS and Settings.....so no reinstalls were necessary.

    Well I did not think was doing a repair install, thought was installing a different version from Insider Preview to Public Released version.....It was only after the Public Released installation was completed that I reverted back to Insider Preview.
