I'll look into creating an ISO using UUPDUMP but having to reinstall all my stuff is discouraging.
why? are you doing a clean install or an in-place upgrade repair install? the latter should retain all your user files & apps

as for KB5003690, gonna manually install that update with dism.exe since I manually downloaded the cab file thru a uup dump

I restored from build 1023 backup and rebooted, to run a repair-install using the ISO I build using UUPDUMP -- and it crashed, again! So, restored from build 985 backup and that stayed up long enough to do the repair-install using build 1081. So, I then did the Windows Updates and they all downloaded OK, but when I went to install the .NET update, Windows crashed -- and corrupted the file system.

And Startup Impact is still not fixed. Still not even acknowledged as a problem. Still not given any attention at all.
