I only use Windows 10 Pro. According to my memory, in the past like with Windows 7, only if you had the Pro Edition were you able to change the UI completely to a different language by installing a language pack otherwise you would need to format...
Does Windows 10 home support smb3
in Network and Sharing

Using windows 10 home as a test bed I cannot seem to connect to server 12 with smb3. Does win10home support smb3 or do I need to upgrade to pro? Thanks.
