It may be broken, and it may be simply that people haven't figured out that older CPUs are not on the list and thus the PC is being marked as ineligible.

I *was* going to get a new video card when they were released.
We all saw the absolute $#!7 show that turned into last year.
I also have a pair of 4K monitors on order to replace the aging 1080p ones.
But I refuse to pay over MSRP for those GPUs and so I decided I'm waiting for next gen.
For existing Win 10 users there will be a staged roll out of Win 11 starting at the beginning of 2022.
