    That probably means that a particular pair of Registry entries have not been changed correctly. That begs the question, "Why not?", but there's almost certainly no answer to that.
    - I assume you updated from Version 2004 or earlier.

    I suggest you download the ISO and use it to run a Repair install [aka InPlace Upgrade].
    - Back up your own files and make a system image first.
    - Your installed applications will not be affected. Your own files won't be either.

    Repair Install Windows 10 with an In-place Upgrade - TenForumsTutorials

    Lost the whole of the notification area (system tray, bottom right).

    Booted PC this morning for the first time since the update. Logged in - bottom right taskbar blank. Nada.
    Logged off, on. Icons and clock appeared, blinked, disappeared.
    Restarted, logged in - same thing.
    Uninstalled the update- all's fine.

    Everything working fine here but, disk optimization, it doesn't work even from 3rd party programs. It's not first time that happens.

    Doesn't start at all,in Tools is greyed out and when an attempt is made by third party programs, nothing happens at all. There's no reaction, negative or positive, just like it wasn't requested.

    Maybe my understanding of English isn't the same as Microsoft's rendering of it - but doesn't optional quality update mean the quality of how the update is performed rather than what's in it !!!!

    Ah mine is manual. I don't trust the scheduler since last year's debacle with SSDs.
