Windows 10 users affected by this bug found that it could be fixed by uninstalling the KB5003214 preview update, but unless Microsoft fixes the issue before June 8th's Patch Tuesday, all users will be faced with this issue.
I don't know but I have just checked it and played with it a bit. It seemed to be working the way it is supposed to in my Hyper-V VM. It also seems to be working on my normal regular installation.

Another reason why I just turned "News and Interest" off instead of unchecking "Open on Hover" is because there is a total incompatibility between a third-party app "WindowBlinds" from Stardock and "News and Interests" widget. The two don't play nice with each other. It' either one or the other.
