Clean installing this build made NET to install just fine. I guess that is the reason MS keeps testing those dirty pipelines, they are clogged, so some updates just do not work as expected. So no new build till this gets fixed.

Had this same "language problem" plus the .net error - reverted to 21337 and now undated to 21364.1011 without errors.

Getting it now... Are they trying to bring petroleum from another country to us... It is lot of pipeline testing.
