I have no problems installing "preview" cumulative updates on most of my Win10 PCs
all this KIR stuff only applies when installing KB5001330 thru WU only; KIR is not used nor applies to when manually installing KB5001330 from MUC

Very good question, because I have read many articles about this new feature (KIR) and nowhere is there a mention that it doesn't apply when using a CU from MUC. The main or most important thing that this new feature epitomizes is that it only applies tonon-security Updates.

So, is it safe to install KB5001330 update now? Since I primarily use my Desktop for gaming.
The KIR may not apply if your system has an integrated display adapter. But it appears to consistently apply with a hybrid or discrete display adapter.
I’m willing to entertain the possibility that 1904X.928 that is installed from media, or DISM, may not trigger a KIR, but that would not make sense because Windows Update (WU) must be able to detect the Windows 10 version and build in order to know what updates to offer. If you are connected to the internet, the Update Orchestrator should be able to consistently detect the version and build and initiate the KIR.
KB5001330 is a security Update, meaning KIR doesn't apply. By the same token, "Safe" is a big word and that goes according to your system's hardware configuration and all the Apps you have installed. What I would suggest to play it safe is to make a system image backup first just in case.
