I said a similar phrase to my 15 year old the other day, and she was genuinely confused by the 'on line' part. Kids don't use this terminology at all, since I guess it stems from actual 'phone lines' when we used those noisy dial-up modems back in the day when PC's were first connecting to the internet.
Instead they just say 'on the internet/net'.

maybe RingTailCoon can just wait for KB5001391 to come out (although it's a preview update though only released in the beta & RP channels) if he can't wait that long, hee-hee

I have no problems installing "preview" cumulative updates on most of my Win10 PCs

I have to agree fully with you even though KIR comes at the cost of Telemetry, but all things considered, I prefer having my PC running in a stable manner and protected. Even when one tries to disable Telemetry with third-party apps, MS still knows what they have to know unless one is comfortable with breaking the machine and renders it unusable.

Then again, the Windows OS pertains to MS and there is no way to circumvent that. The machine belongs to the user and it is also his/her right to brick it. Fair game!

all this KIR stuff only applies when installing KB5001330 thru WU only; KIR is not used nor applies to when manually installing KB5001330 from MUC

Understandable considering your daughter was born post-millennial era (early 80's to late 90's). I, or we would probably be the same if we were her age.

Is there a credible reference that states this?

Very good question, because I have read many articles about this new feature (KIR) and nowhere is there a mention that it doesn't apply when using a CU from MUC. The main or most important thing that this new feature epitomizes is that it only applies to non-security Updates.

    ----update----

Sorry, I stand corrected, the last sentence above should read:
The main or most important thing that this new feature epitomizes is that it only applies to non-security bug fixes and not Updates. There is a big difference here.
the following article from MS made me understand the difference:

Known Issue Rollback is an important Windows servicing improvement to support non-security bug fixes, enabling us to quickly revert a single, targeted fix to a previously released behavior if a critical regression is discovered.

So, is it safe to install KB5001330 update now? Since I primarily use my Desktop for gaming.

The KIR may not apply if your system has an integrated display adapter. But it appears to consistently apply with a hybrid or discrete display adapter.

I’m willing to entertain the possibility that 1904X.928 that is installed from media, or DISM, may not trigger a KIR, but that would not make sense because Windows Update (WU) must be able to detect the Windows 10 version and build in order to know what updates to offer. If you are connected to the internet, the Update Orchestrator should be able to consistently detect the version and build and initiate the KIR.

KB5001330 is a security Update, meaning KIR doesn't apply. By the same token, "Safe" is a big word and that goes according to your system's hardware configuration and all the Apps you have installed. What I would suggest to play it safe is to make a system image backup first just in case.

    ----update----
This quote is from first page of this thread under "Known issues" section with the accompanying workaround:

A small subset of users have reported lower than expected performance in games after installing this update. Most users affected by this issue are running games full screen or borderless windowed modes and using two or more monitors.
