    If you keep processor at 99% top speed that's 1% below full so it seems it's doing what it should.
    I use my stock fan controls to keep system cool but temp peeks like you mention are not normal. Your GPU isn't even pulling a sweat so something is wrong.

    March'21 & April'21 LCU both are bugged for choppy gaming performance & Framerates, any gamer here using the latest KB5001391 (v1904x.962) beta LCU, can confirm whether that bug is fixed in this or not?

    Also, MSFT recently shared a server-side fix for 1904x.928 for the bug related gaming performance, the detailed article is here. Can anyone confirm this too?

    If Max processor state in Power Plan is set to 99%, Turbo, Boost etc are disabled and CPU would run only at it's base clock. Further reduction of %age will also further reduces it's frequency to some point. That does reduce power and heat but at the expense of performance. Definitely not best way to regulate temperature. If temperature is problem, solve it by fixing cooling, not with CPU performance drop.
    Further complication with FX CPUs is that they have 2 temperature readings. One is Core temp (up to 60c) and other is Package temp (90c). Over either one (+/- couple c) introduces thermal throttling (clock reduction until temps get bellow that limit).
    Power Plan also has Minimum Processor state which could be set pretty low (about 5%) and that enables CPU to lower frequency when there's low load and still let it boost up to frequency limit set by Max CPU state.
    AMD Overdrive shows both temperatures but main one (Core) shows in reverse, it counts down to Core temp maximum (60-65c depending on CPU) so higher number indicates cooler temps. It's also the most accurate of all programs.

    According to Bleeping Computer the user doesn't need to do anything MS will do it in the background. Microsoft pushes emergency fix for Windows 10 KB5001330 gaming issues

    And, 2-pass x264 encoding will cause that, like clockwork! Must get better cooling!

    (That was back when I had an FX 8350 from 2014 on my Asus Sabertooth 990 FX R 2.0, (from 2014) which I got in summer, 2015 to replace Gigabyte GA-970A-D3P that looked damaged in transit, despite that motherboard still worked, but it was an error fest during a test, albeit I don't recall trouble installing anything.)

    Now fast-forward to the Sabertooth 990 FX R 2.0, I only saw mine shut off when I was at 4.4 Ghz, (all cores of course, unlike Ryzen) when using x264, because I needed more cold air.

    Isn't this so complicated for nothing ''Microsoft has finally confirmed that an issue in Windows 10 updates is affecting a small subset of users'' ''The fact that Microsoft has acknowledged this issue is a promising step''

    If you think the fix is not available for you, try launching the Settings app and manually check for updates

    Now, how many users have any idea that there is a fix and further more they should follow these steps and will never know if the fix is installed if they have no idea what a registry is.

    My understanding, just pulls out the bad code, silently.

    Look in the article for the .reg fix that tells you you have had the "fix" applied. Only way you will know.
    How the server-side update works for the end user

    Microsoft is deploying a server-side update that will automatically turn off the new code that was introduced in the latest mandatory updates. To roll back the unknown code update, Microsoft has modified its Windows Update cloud configuration.
    If your device is connected to the Windows Update service, Microsoft will remotely disable the code changes and the device will fall back to the previous “unmodified” code that worked for you.
    The server-side update is gradually rolling out this weekend and you won’t see anything when you check for updates. Some affected users told us that their games are running smoothly after they checked for updates and restarted the system manually.

    WOW! I had a ASUS Sabertooth 990 FX R 2.0 too... and the AMD FX 9590 for a CPU..
    it ran so hot that it locked up my system while gaming randomly...
