If you keep processor at 99% top speed that's 1% below full so it seems it's doing what it should.
I use my stock fan controls to keep system cool but temp peeks like you mention are not normal. Your GPU isn't even pulling a sweat so something is wrong.

If Max processor state in Power Plan is set to 99%, Turbo, Boost etc are disabled and CPU would run only at it's base clock. Further reduction of %age will also further reduces it's frequency to some point. That does reduce power and heat but at the expense of performance. Definitely not best way to regulate temperature. If temperature is problem, solve it by fixing cooling, not with CPU performance drop.
Further complication with FX CPUs is that they have 2 temperature readings. One is Core temp (up to 60c) and other is Package temp (90c). Over either one (+/- couple c) introduces thermal throttling (clock reduction until temps get bellow that limit).
Power Plan also has Minimum Processor state which could be set pretty low (about 5%) and that enables CPU to lower frequency when there's low load and still let it boost up to frequency limit set by Max CPU state.
AMD Overdrive shows both temperatures but main one (Core) shows in reverse, it counts down to Core temp maximum (60-65c depending on CPU) so higher number indicates cooler temps. It's also the most accurate of all programs.

If you think the fix is not available for you, try launching the Settings app and manually check for updates

Now, how many users have any idea that there is a fix and further more they should follow these steps and will never know if the fix is installed if they have no idea what a registry is.

Look in the article for the .reg fix that tells you you have had the "fix" applied. Only way you will know.
How the server-side update works for the end user

Microsoft is deploying a server-side update that will automatically turn off the new code that was introduced in the latest mandatory updates. To roll back the unknown code update, Microsoft has modified its Windows Update cloud configuration.
If your device is connected to the Windows Update service, Microsoft will remotely disable the code changes and the device will fall back to the previous “unmodified” code that worked for you.
The server-side update is gradually rolling out this weekend and you won’t see anything when you check for updates. Some affected users told us that their games are running smoothly after they checked for updates and restarted the system manually.
