    Dumb question......

Is everybody supposed to see this? Is it out to all or is it a slow wave from Redmond? Should have seen it by now?

I'm taking my queues from https://www.windowslatest.com/2021/0...rmance-issues/

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\FeatureManagement\Overrides\4\1837593227
I have just followed the registry path given in your post on my gaming machine and nowhere 1837593227 is to be seen under the subkey 4. Since it is still rolling out, maybe my turn has not come up yet.

To save referencing back to that article, here is the short blurb on checking for it.

I believe you're absolutely right Keith.
KIR definitely doesn't reverse the entire KB and as you said, KB5001330 also contains non-security changes, regardless if it is issued on a patch Tuesday!
    To add some clarification:
I apologize for not mentioning this before, but my first encounter with this issue was the result of reading the following MSFT article: https://docs.microsoft.com/en-us/win...04#1594msgdesc

Particularly under the following summary heading:
"Lower than expected performance in games"

The article goes on to say that the originating update was OS Build 19041.906 KB5000842 dated 2021-03-29 and that it was resolved with a KIR on 2021-04-23. So that is before KB5001330 (OS Build 1904X.928).

This is my translation of the KIR scenario:
MSFT releases a Latest Cumulative Update (LCU) patch. Some of the fixes in the LCU "break" gaming graphics performance for some customers. Instead of releasing another LCU to repair the broken gaming graphics performance, MSFT decides to just roll back the fixes from the LCU that broke the gaming graphics. In the future, the KIR roll backs are supposed to be removed and replaced by a newer LCU. I can tell you that KB5001391 (1904X.962) from the Beta/Release-Preview channels didn't undo the KIR for me. So I speculate that there will be another LCU, probably in May, that might mitigate all this.

"Thanks to its new KIR (Known Issue Rollback) system in Windows 10, they can “quickly revert a single, targeted fix to a previously released behavior if a critical regression is discovered.” "

Microsoft Fixes Windows 10 Updates That Hit Game Performance

    Emphasis on
"quickly revert a single, targeted fix to a previously released behavior"

So the lesson is, if you want to play with insider builds, don't expect to see the same fixes as flight.

the mmc.exe console is not running, the service, and taskmgr is not running well either (performance is not showing.
I uninstalled the kb5001330 and everything works fine, I reinstalled the update, and the problems are there

Welcome to TF, I have two suggestions for you:
1- If you want to keep KB5001330 installed, you can run the different DISM command-lines and see if you still have the same issues after that. If so, go for a repair install aka In-place upgrade. Here are the commands:

    Dism.exe /online /Cleanup-Image /checkhealth
    Dism.exe /online /Cleanup-Image /scanhealth
    Dism.exe /online /Cleanup-Image /Restorehealth
    sfc /scannow

Worth noting that with the Repair install, you won't lose your data files, neither your installed Apps.
Also, make sure the Microsoft Management console is well located in System32 by launching Task Manager > Details tab > look for mmc.exe and right-click on it to left-click File location. If it is not in System32 folder, it could be a virus (just a side note).

2-You can live without KB5001330 until Patch Tuesday on May 12, 2021 and see if you are back to normal after applying it.

BTW, It is very convenient to have a system image backup before doing anything major to your machine just in case something goes awry. Another thing, your System Spec in your profile is basically empty. A little bit of more info is needed.

    Really hope that helps.

    Cheers!
