Ah, OK. I almost misread it! I have Microsoft 365 (latest subscription version of Office) on both RTM and IP 21354.

Notepad, Paint and Snipping Tool are all under Windows Accessories on RTM. I use Notepad for text, but could save a Word document as Text. I use Paint for occasionally resizing photos to post here in TF.

They're all up front in the Start Menu on IP 21354 which tells me (rightly or wrongly) that when it's time for them to go, MS coders will have an easier time of eliminating them. Just a wild guess.

BTW, I don't care for the new Windows section of IP 21354 very much. It's ugly!
@Wynona. What's this? What do you mean by the "Windows" section?

Paint is in the Start Menu on Insider Preview Build 21354. As is Snipping Tool.
I have Paint listed under the P in the start menu and it still works. I use to be able to click on Start and as soon as I started typing the word paint it would come up and I could just click on it. Now when I type paint I only get Paint 3D.

    OK, this is just crazy!

In looking at the Start Menu in Insider Preview I find the following "oldies" that haven't been there before:

    Notepad
    Paint
    Snipping Tool
    One Note
    One Note for Windows 10

I don't know about One Note, but am I correct in that the first three are supposedly slated for deletion from Windows and/or will be available from the Microsoft Store?

Additionally, I'm wondering why both One Note and One Note for Windows 10?
Good find. I also have the OneNote and OneNote for Windows 10. OneNote for Windows 10 is a App.

The one in the Start Menu. Start>W>Windows this 'n that. I'm in Production and too tired to open 21354.

If one thing can be said of Microsoft, they make more than one way to do things . . .

I used to be able to:

    Start>W>Windows Accessories>Paint. Now it's listed under P . . .

Oh, now I know what you mean. They moved some stuff into Admins tools or somewhere and turned that whole section into a train wreck!

Yeah, that looks like my RTM partition except for the garbage on the right hand side. I get rid of all those first thing after a clean install.

    Build 21354 looks totally different.
