Oh i feel stupid this is still on preview it should be available between 9 to 10th (patch tuesday) of this month for everyone i reckon

If the next CU on Tuesday doesn't fix it, this should: Repair Install Windows 10 with an In-place Upgrade and you should not lose any files or apps, but we always encourage you to make a full backup first Macrium Reflect - Use Macrium Image to set up Dual / Multi Boot

Anyhow, have a look at his post here: Can't install KB4601319 - update fails and changes are rolled back.
You need to locate the missing file that causes the CU refusing to install:

In my case the missing driver was "nete1g3e.inf_amd64_af58b4e19562a3f9"
After recovering it from another pc (the desktop where the update was successful), everything went fine!

With so much of technical expertise lying around in this website (not to mention the mentality of authors), weekend projects can be much shorter and successful
I would apply for the librarian's job, but i Doubt if i can cut it even for this
Good detective work.
So that I don't have to work with folder permissions, I use the SFCFix tool to copy files in the protected folders.
If my written English was better, maybe I would write a tutorial.
