That was worth testing but no, sync settings are not causing this. It's one laptop doing this (see my specs), all user accounts on that laptop. I hide the desktop icons after sign in, next sign in they are shown again and I have to hide them again.
The only other thing I can think of (at the moment) is the "Brute Force" approach.
If you know what Registry setting is responsible, you could create a batch file to adjust that setting and then set the batch file to run when you start your laptop.

It lives in a case with 8 drive bays, and runs several multibooting systems - from Windows XP to 10, and some Linux distributions without problems, and generally with good speed.
