That is exactly what I was gonna say next. Something that prevents a normal SFC but runs ins Safe Mode points to a driver or process that is borked. An in-place repair will catch 99.9% of all that and clean you up.
Ok...Just finished with the in place upgrade and no difference I'm afraid.
sfc results post in place upgrade...
I can't for the life of me work out what the issue could be.
Obviously it can only be resolved by a clean install.
I don't want to go down that path as everything else on my pc works great...
Have you tried a clean boot before running sfc? (not safe mode)
That is shutting down all startup programs.
Also try opening the task manager and stopping all programs that you can?
phone app, Adobe update, etc. Before running SFC . Also antivirus.
No...Just Windows Defender.

I had only 5 start up programs enabled in Task Manager.
I disabled those and restarted but again the same result in sfc in normal mode.
I went to safe mode again and checked all the processes and they were as follows.
14 background process and 27 windows process.
sfc again worked fine in safe mode.
In normal mode where sfc does not work there are
47 background and 83 windows.
Logic would dictate (Mr Spock://) that one or more of these processes is causing my sfc issue.
But???

Sorry for asking, what is the version of the driver for your display adapter. And also can you run: "perfmon /rel" in run dialog box without the quotes and see what technical details you are having for this message in reliability monitor.
View Reliability History in Windows 10
With regard to the driver, if it is current try to roll it back to previous version and vice versa.
