    I have used Latencymon, and it didn't report any problems. From the info I recently found, it is probably a problem with the new way of task prioritization in this build. Many creators had to revert to the previous build just to avoid this problem.
    Included software drivers is the problem. See if there are updated ones in Windows Update -> Optional Updates. Otherwise, check with the manufacturer to see what the latest software is and download it. If there's none, your last resort is to try to find some with something like Driver Reviver. Drivers are usually the issue when something like that happens.

    This update will be forced on users at some stage so, I for one will have a laptop that Microsoft will break... and have no choice.. so I will either have to buy a new compatible laptop OR just live with the issues it causes... once it has booted it works perfect, unless someone knows the reason...

    Macrium Reflect, 10 mins to restore to this morning and it is running smooth and fast again....
    If I read correctly, your laptop sometimes takes about 10 minutes to get to the desktop screen. I fixed this issue for a work colleague a few years ago and she too had an HP laptop. In her case, it took thirty minutes of staring at the cursor and a black screen before the desktop appeared.

    To fix, go into Safe Mode and disable the App Readiness service.

    That depends of the end of service date for your current version of Windows 10. Any optional feature update you are offered should install automatically at or near end of service for your current version. 1903 and earlier have already reached end of service, 1909 support ends on May 11 2021 and for 2004 it's Dec 14 2021. From past experience, Microsoft's idea of 'near' may mean anything within three months of end of service.
