    Still nothing. Why?

    1. MS wants to annoy "you".
2.MS wants you to throw a big party when you finally get it.
    3. MS is trying to phase you out?

The algorithm is this (highlighted in red):
In this work, learn and connect from home environment where people are relying on their PCs more than ever before, we are taking a measured seeker-based rollout approach to the October 2020 Update. We are throttling availability over the coming weeks to ensure a reliable download experience, so the update may not be offered to you right away. Additionally, some devices might have a compatibility issue for which a safeguard hold is in place, so we will not offer the update until we are confident that you will have a good update experience.

So I guess this junk is part of the migration process ?

This is the Build version on which I am running right now:

This is "Windows Settings" with no banner at all:

My point is that I didn't use any tweak for that to happen. All I did, was to toggle to Off the button for "Allow apps to access your account info" . When I first executed this action, only my name and email address disappeared. Now, as can be seen from the screenshot above the whole banner is not showing anymore. Why?

My understanding is that this feature is not set in stone yet. MS is probably still trying it out in order to have some feedback or it may also be a work in progress. Only time will tell...

@f14tomcat - thanks for that effort, but it seems like over kill to me. Its got to be a registry entry some where because it only popped up after I applied the last CU from the Oct 13th. This must of been hiding all this time and some idiot decided that it would be fun to activate it (Idle hands, idle minds). Hopefully I'll get some time and do some internal searching an maybe find it.

    Thanks.

This is not the first time that MS is playing whack-a-mole with this feature. After first introducing it, they then removed it and reintroduced it again as I explained in a post of another thread. See this:
How to manage (add/delete) the New Header on Settings Page

meaning no one knows for sure what their final decision will be.
