Yes, what you are missing is this: Although the Startup tab is there (and is functional in that it lists the names and can disable/enable them) the 'Start-up impact' column is broken, it never gets updated. It will usually say 'not measured', though if you do see any number there they were measured before upgrading to 2004/20H2 and will not be measured again.
If you add the 'Running now' column then it will be empty, none of the items that are actually running will be shown as running.
The problem I have with them migrating to Settings app is they lost half of the data you can get off older control panel, like Programs and Features, there you have multitude of column data (Publisher, last installed, version, size etc) and you can add more. The Settings has limited scope right now.
In order to be working, all the data in the Startup tab should not remain static between power ups like it did for two power ups with 20H2 as shown in the first screenshot of KB4562830 Enablement Package Feature Update to Windows 10 version 20H2
The second screenshot shows fresh data after I installed the 20H2 Enablement KB and powered off/on again.
Note that all the columns in my screenshot are not enabled by default - you have to click near a column heading to enable/disable columns.
