I think I am seeing a border now around the start menu, its very faint/light grey

not sure if its related to accent colour, I have mine set a chose a colour based on background
I believe it's a shadow effect. It's not based on accent color, because my accent color is set to orange, and the border is grey.

Nothing here either but I'm in black.
I remember a dumb trick from Windows 3.0. If you had black text and changed to a black background, you couldn't see anything to change it back. You had to reinstall Windows. Don't ask me how I know.

The borders are there, they just don't show unless you're running a bordered theme.
Without a bordered theme, snap windows 'side by side' and there will be gaps:

run borders and the gaps are filled:

Interesting to note that setting transparency on shows the border placeholder around the Start Menu as it has to blend into Explorer:

transparency off and the Menu runs straight XAML:

I don't get such a wide gap like you. For me, the gap between windows is 1px with a 1920x1080 resolution.

The gaps only appear if you right click the taskbar and "show windows side by side" or "show windows stacked".
If you drag the windows to the edge of the screen you don't get the gaps; at least that how it works on my system.

You are right, if I use the taskbar context menu as you have described, I can see the big gap between the windows.
