Strange. I've got two 20H1 machines. It's not been offered on either and one of them is on Release Preview.

I have confirmed that if you do an in-place upgrade on a RTM 2004 install with an ISO made by the MCT and allow it to check for updates during the install then it does indeed get build 19041.421.
