After this update first time I have received
RPC error while opening explorer.exe or This PC.

Also, UI is very sluggish and whenever explorer is opened there is strange refreshing of desktop and taskbar icons.

Never I had issues. I shouldn't have installed preview update i guess.

I hope this gets into notice by Microsoft and their updates.

Odd - I've installed this CU on my "clunky" old test box and saw the icon refreshing on the first reboot after the installation.
Since then, the machine has,if anything, been more responsive.

Definitely odd. I have experienced this error first time while using any Windows OS or any build.

I formatted my HDD as it was annoying, moved to 1607 and now am planning to move to 2004 build.

Btw, 1607 is really fast and its UI is so responsive as compared to later releases.
